Designing and Implementing TIA with Districts

Approved TIA Technical Assistance Provider

Partnered with over 50 districts from across Texas, ranging in size from 40 to 10,000 teachers, to create unique local Teacher Incentive Allotment plans. All districts have met full system and data validation, resulting in over $55 million annually in additional funding for teacher compensation.

What our Partner Districts Say About Us:

She provides the questions for us to think about and answers countless questions in ways that make us feel that we have this and not only can, but will be successful. As we’ve crafted the pieces of the (TIA) application, her advice and nudging have helped us to consider all aspects of the application, from gaining teacher buy-in, to communication, to specific details that will make the work understandable, doable, and equitable.

As our capacity grew, the partnership evolved into high-level strategic collaboration that is driving meaningful, targeted impact across our district. Working with her has fundamentally changed how we approach and implement TIA, and it is shaping how we prepare for Enhanced TIA.

Betsy consistently provides thoughtful guidance that goes beyond surface-level compliance. She helps us understand not just what to do, but why it matters—thinking through the implications of changes, the “why” and “why nots,” and the long-term impact on system integrity. The expertise in student growth calculations, data validation, and alignment to TEA expectations has been especially valuable.

The guidance through complex areas with clear, practical support that we can apply, which has allowed the district to make informed decisions with confidence. Dallas ISD, Teacher Excellence Initiative

Served as Director of Operations for the development and launch of Teacher Excellence Initiative (TEI), a true paradigm shift in Dallas ISD. Evaluations are now tied to student achievement results and other key performance metrics. Compensation is tied to overall effectiveness. At the center of TEI, is the recognition of the important role of teachers in raising student achievement results and building and sustaining a positive and supportive school culture.

DISD has lowered its overall teacher turnover rate from nearly 22% the year TEI was adopted to a projected 13.5% this year.

Dallas ISD continues to leverage the results of the evaluations to further transform schools and the student achievement gains of students from strengthening the teacher pipeline to strategically staffing high priority campuses to targeting professional development opportunities to best support continued growth in quality of instruction.
